SITE MANAGER(Lemoore, CA)

Description of Job The successful candidate will provide project management for all warehousing initiatives in support of supplies and materials management at Naval Air Station (NAS) Lemoore, California. This includes warehousing support services for receiving, storing, issuing, distributing, delivering, and accounting for supplies and materials, including aeronautical components, Pre-Expended Bin material, industrial supplies, hazardous materials, 55 gallon drums, heavy plant equipment, raw materials such as aluminum and titanium, and material such as avionics equipment. Role and Responsibilities The Site Manager directs all phases of the program from inception through completion. Responsible for coordinating employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Responsible for the cost, schedule and technical performance of contract. The Site Manager provides the team with a program perspective and acts as a sounding board for ideas and problem solving project issues that could impact the program. In order to achieve program and customer objectives the following duties must be accomplished: • Provides on-site support at the Naval Air Station, Lemoore. • Plan, control, manage and be responsible for the successful completion of projects and be qualified to be the Contractor's on-site lead and point of contact when dealing with government representatives. • Provide employees with leadership, support and guidance while actively managing team performance using formal and informal feedback. • Lead continued process improvement initiatives and make recommendations to the customer. • Acts as primary customer contact for program activities, leading program review sessions with the Contracting Officer to discuss the review and analysis of key performance indicators, deficiencies, problem resolution. • Establishes milestones and monitors adherence to master plans and schedules identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. • Directs the work of employees assigned to the program from each departmental area. • Oversees and ensures all personnel are trained on all aspects of the contract including all personnel are properly trained. • Manage and monitor the budget to ensure business plan is met. Recommend and lead cost reduction initiatives. • Serves as the alternate point of contact for the Contracting Officer Representative (COR) • Participates in the negotiation of contract and contract changes. • All other duties assigned Qualifications and Education Requirements • Bachelor's degree or equivalent combination of education and experience. • Able to obtain a Secret Clearance; Preferred - Active or last activated within 10 years • Candidate must have at least 10 years of recent Naval Aviation Supply Experience. • Candidate must have experience with Navy Enterprise Resource Planning (NERP) and Naval Aviation Logistics Command Management Information System (NALCOMIS). • Five or more years of supervisory or management experience in Program Management, Operations Management, Materials Management or Subcontract Management is preferred. • Experience in the latest windows environment and know Microsoft Office, including Word, Excel and Power Point. • Have basic concepts of Naval Supply and be familiar with Navy Supply Instructions and publications, such as; OPNAVINST 5100.23 series, NAVSUP Publication 485, and DOT Title 49 CFR, Parts 172-176, and OPNAVINST 4110.2.
